The Engineering Division conducts comprehensive annual inspections of all sidewalks throughout the Town of Fort Erie to ensure they remain safe, accessible, and in good condition for public use. These inspections are carried out in accordance with the Town’s established policies, including By-law No. 211-92: Sidewalk Policy, which provides guidance on maintenance standards and repair procedures.
In evaluating sidewalk conditions, the Town adheres to the requirements set out in Ontario Regulation 239/02, Minimum Maintenance Standards for Municipal Highways. Under this regulation, surface discontinuities such as cracks, gaps, or vertical separations caused by settlement or heaving are considered acceptable if they measure 2 centimetres (20 mm or ¾ inch) or less. Any irregularities exceeding this threshold are identified as potential hazards and are prioritized for corrective action.
Each year, the Town implements a sidewalk maintenance and rehabilitation program as part of its broader capital construction initiatives. This program includes the removal, replacement, and repair of sidewalk panels at various locations across the municipality. Projects are carefully prioritized using a combination of factors, including the results of condition assessments, the proximity of sidewalks to school walking routes, and the classification and traffic volume of adjacent roadways. This approach ensures that resources are allocated effectively, with particular attention given to areas of higher pedestrian activity and safety concern.
In addition to planned maintenance, field inspections may uncover isolated instances of sidewalk deterioration, such as panels that have settled, shifted, or become raised. When these issues are identified, they are documented and addressed promptly. Sidewalk panels that are found to be broken, unstable, or pose a tripping hazard are scheduled for repair or replacement as quickly as possible to maintain public safety.
Through this proactive and systematic approach, the Town of Fort Erie aims to preserve the integrity of its sidewalk network, enhance pedestrian safety, and provide reliable infrastructure for residents and visitors alike.
