This site serves as a central source of information for the Draft Crystal Beach Secondary Plan, where community members and stakeholders can access the Draft Secondary Plan documentation, review project updates and track the project schedule. This will be the primary online feedback platform where the community may provide their thoughts, ideas and input for consideration.
What Is A Secondary Plan?
A Secondary Plan is a land use plan for a particular area of a municipality that will ultimately form part of the Town's Official Plan. Typically, a secondary plan will direct how a neighbourhood / community will grow over the long term in accordance with the community's vision and the identified growth targets needed to ensure that the Town has places for people to live, work and play.
A Secondary Plan proposes various forms of land use, such as residential, commercial, parks and open space, and environmental protection areas, all of which must be appropriately balanced to make a viable community.
Secondary Plans are approved under the Planning Act, unlike Neighbourhood Plans, and require formal approval from the Town or the Region for any changes.

The Secondary Plan was subsequently appealed. The appeals were submitted to the Ontario Land Tribunal (OLT) for assessment on 27 January 2022. At this stage of the appeal process the Town is waiting for direction from the OLT. For more detailed information regarding the appeal process please contact the OLT directly - https://olt.gov.on.ca/

These comments will be responded to by staff and recorded in the Recommendation Report to Council in mid-September.
Any additional comment after the above date and up until Wednesday, September 1, 2021 will be considered as an attachment and added to the report without staff comment.

We invite you to participate in the Crystal Beach Secondary Plan Statutory Public Meeting on Monday, 21 June 2021 at 6:00 PM. Due to COVID19 restrictions, the Statutory Public Meeting will be held virtually. More information on viewing or participating in the Zoom Public Meeting can be found at https://www.forterie.ca/pages/CommunityPlanningPublicNotices. The Zoom link to the Public Meeting will be posted here one (1) hour before the scheduled meeting time. At this meeting you can learn more about the Draft Secondary Plan, and share your feedback, questions or concerns. The meeting will be held virtually due to COVID19 restrictions. You may participate in the following ways:
• Participate in the Zoom meeting (by computer or telephone). Participants will be queued in a virtual Zoom waiting room, and brought into the meeting one at a time. Each participate will be provided 5 minutes to speak, to ensure everyone has the opportunity to participate.
Participants are encouraged to register in advance, by contacting Mackenzie Ceci, Planning Technician, at mceci@forterie.ca or 905-871-1600 ext. 2514. Pre-registered participants will be provided a unique sign-in link in advance and further instruction for joining and participating in the Zoom Public Open House.
If time permits, non-registered participants will be queued to speak, following the registered participants.

You will find Pieter’s contact information on the bottom right of the screen.
Since the last Public Open House meeting held in August 2019, staff have reviewed all comments received at the Open House, via email, by phone call and mail, and any other means provided. This input has been considered and integrated into the Draft Crystal Beach Secondary Plan documentation. These documents have been uploaded on this site, and include the draft mapping and land use schedules, draft Official Plan amendments, draft Zoning By-law amendments.
